  1. Usage: ON [#|+|-|^|&|@]SERVER_NOTICE [-|^]<parameters> [action]
  2.   This is activated whenever you receive a message from the server
  3.   as a NOTICE. This is basically anything beginning with "***" which
  4.   is sent to you by the server, and the MOTD.
  5.  
  6.   The parameters for the action are as follows:
  7.     $0    The name of the server which sent you the message
  8.     $1    The first word of the text sent - probably "***" or "MOTD"
  9.     $2-   The message
  10.
